The UN Security Council adopted a US draft resolution on Wednesday (January 10th) condemning attacks by the Houthi Ansar Allah movement on ships in the Red Sea.
The Council called on the Houthis to immediately stop all attacks that impede global trade, harm the rights and freedoms of navigation, and threaten regional peace and security. The Security Council also demands that the Houthis immediately release the Galaxy Leader and its crew.
The UN Security Council takes note of the right of member states to protect their vessels, guided by the rules of international law, from attacks, including those that harm the rights and freedoms of navigation.
Eleven States voted in favour of the resolution. Four abstained – Russia, China, Algeria and Mozambique.
The council rejected the amendments proposed by the Russian mission to a US and Japanese draft resolution demanding that Ansar Allah immediately stop their attacks on ships.
Russia proposed three amendments to the text. In particular, Moscow proposed the addition of a clause stating that all provisions of this resolution should not become a precedent or establish new rules of international law.
In addition, Russia proposed replacing the hypothesis that the UN Security Council takes note of the right of member states to protect their ships, guided by the rules of international law, from attacks, including those that harm the rights and freedoms of navigation, with a clause stating that the UN Security Council takes note in this regard of the applicable rights of member states in accordance with international law.
The third amendment proposes to add a reference to the conflict in the Gaza Strip to paragraph 7. Moscow wanted to say that the UN Security Council emphasizes the need to address the root causes, including conflicts that contribute to regional tensions, especially the conflict in the Gaza Strip.
Only the United States and Britain voted against the three Russian amendments.
