Spanish media revealed that all the security tools provided by the Spanish government to Morocco in recent years come within the framework of the program managed by the International and Ibero-American Foundation for Public Administration and Policy. FIAPP funds are subject to the supervision of the Ministry of Foreign Affairs. But it also includes defense, interior, and even the economy.
Most of the teams sent by Spain to the Kingdom of Morocco form part of the program to support border management and migration in Morocco, funded by funds from the European Union through the Emergency Trust Fund for Africa.
In Spain, the responsibility for the acquisition of these systems lies with the International and Ibero-American Foundation for Public Administration and Policy. It is a public institution whose Board of Trustees is chaired by the Minister of Foreign Affairs and Cooperation.
