The Secretary-General of the League of Arab States, Ahmed Aboul Gheit, and the head of the Libyan “National Unity Government”, Abdel Hamid Dbeibeh, opened in the Egyptian capital, Cairo, the work of the second regional conference for organized migration in the Arab region.
In his speech, Aboul Gheit welcomed the outgoing Prime Minister of the National Unity Government, stressing the importance of the immigration issue and its handling in the League of Arab States, given that many Arab countries are transit countries.
He called for unifying efforts to achieve tangible progress in this file, and Al- Dbeibeh expressed Libya’s reservations about the Global Agreement on Safe, Orderly and Regular Migration, which was approved by the United Nations General Assembly in 2018.
He considered that the agreement aims to legitimize illegal immigration, confuses the concepts of refugees and immigrants, and distinguishes between countries of origin, transit, and future.
Al- Dbeibeh stressed the efforts made by Libya to reduce illegal immigration and pointed to coordination with the affected regional and European countries to develop a strategy to regulate this issue.
Al- Dbeibeh announced that Libya will host, on July 17, the Trans-Mediterranean Migration Forum, which aims to discuss illegal immigration and issue an initiative to be jointly drafted by the countries concerned, based on the principle of respect and cooperation through national laws and policies, and the establishment of a strategic framework that enhances dialogue and cooperation between Africa and Europe.
The conference witnessed the presence of the Director-General of the International Organization for Migration, the Under-Secretary-General of the United Nations, the Executive Secretariat of the Economic and Social Commission for Western Asia, in addition to relevant international and regional organizations and representatives of Arab countries in the League of Arab States.
