The Rapid Support Forces (RSF) announced the establishment of a 31-member civilian administration for Gezira State in central Sudan, headed by Siddiq Ahmed.
This sudden move comes after the withdrawal of army forces from Wad Madani base on December 18, and the control of the Rapid Support Forces (RSF).
A press release issued by the Rapid Support said that the election of Siddiq Ahmed as head of the Civil Administration took place amid a large presence of civil society figures and organizations in the state.
The RSF controls the states of Western, Southern, Central and East Darfur, but has not formed civilian administrations, and the task of administration has been entrusted to its military command in those areas.
After his election, the head of the civil administration in Gezira state held a press conference in the state capital Wad Madani, in which he pledged to “lay the solid foundations of federal governance” and asked citizens to return home.
The head of the Civil Constituent Assembly said his actions were a “unique experience” and appealed to international organisations to cooperate to achieve the goals of the Civil Administration.
The Civil Constituent Council consists of 31 members chosen by consensus from the Community of Localities, headed by Ahmed Mohammed al-Bashir, whose mandate is to elect the head of the Civil Administration.
The experience of the civil administration that is not affiliated with the central authority is not new in Sudan, as the Sudan People’s Liberation Movement-North (SPLM-N), led by Abdul Aziz al-Hilu, took the step in the areas under its control in South Kordofan state.
Since the coup of October 25, 2021, Sudan has been run by ministers assigned from the civil service, after the army commander failed to form a government following his coup against the civilian government led by Prime Minister Abdullah Hamdok.
