Russia’s representative to the Security Council, Dmitry Polyansky, stressed that a lasting solution to the crisis in Libya requires a unified government, stressing the importance of holding general elections to achieve this.
In his speech during the Security Council session, Polyansky explained that the current rivalry between the two governments in Libya hinders the chances of a lasting solution to the crisis, noting that elections constitute the way out of the political impasse, while stressing the need for consensus between the Libyan parties.
The electoral process must be inclusive and representative of all Libyan actors, including those representing the former regime, Polyansky said, calling for continued negotiations to define the legal framework for the elections.
He expressed hope that a consensus would be reached soon among the parties concerned, warning that the failure of such a consensus could lead to further division and the failure of international initiatives.
He also called for the withdrawal of the foreign presence from Libya in a balanced and gradual manner and warned against repeating the painful scenario experienced by Libyans in the past decade, if a political solution is not reached.
Regarding Operation IRINI, Polyansky stressed the need to make it effective and transparent, noting that Security Council resolutions do not provide for the transfer of confiscated arms shipments to third parties, and that EU decisions undermine the decisions of this Council.
