Adel Karmous, a member of the State Council, said that the council voted to reject the budget law passed by the House of Representatives and submitted by the Libyan government headed by Osama Hammad.
Karmous explained in press statements that the State Council rejected the budget because it violated several items, in addition to the decision issued on it violated the political agreement.
Karmous said that the implementation of this budget law will cause major financial problems and distortion in spending, noting that it was agreed to support the Financial Arrangements Committee formed by a decision of the presidency, provided that it is responsible for developing financial arrangements for spending.
The House of Representatives had earlier approved the draft general budget submitted by the Libyan government headed by Osama Hammad, with some observations, as a book of Chapter III “Development Section” and amending the financial values of some centers and hospitals in the health sector.
The House of Representatives requested a review of several points in the law, the most important of which are matters related to the revenue schedule, especially oil, and the development section, while members of the Finance, Planning and Budget Committee of the House of Representatives pointed out that these revenues, and most of their data, were completed from a previous budget, and that relying on previous figures is inaccurate because revenues change continuously.
Saleh Afhima, a member of the House of Representatives, said that the parliament found that the new budget contains items for development, pointing out that they asked the government to detail this section, and to develop the full development plan and attach it to it, so that members of the House of Representatives can consider, approve, or amend it, or take the appropriate decision on it.
Afhima pointed out that the discussions focused on the health sector, and on the miscalculation in the budget, explaining that values have been allocated to institutions within the health sector, which Libyans may not need currently, pointing out that the Libyan people need the support of oncology centers, and the rehabilitation of some major hospitals, which are crowded and have not been given their right.
