The President of the Presidential Council, Mohamed Al-Menfi, called on Prime Minister Abdul Hamid Dabaiba to withdraw the appointment of the designation of the person who runs the Ministry of Foreign Affairs and not to exclusivity of the decision, and the need to consult with the Presidential Council in particular, thus renewing the conflict of powers between the two poles of power in Libya and revealing the lack of coordination between members of the executive authority.

In a letter addressed to Dabaiba, the exile criticized his uniqueness in the decision to name the director of the Ministry of Foreign Affairs, pointing out that it is “a null measure for his departure from the governing rules in the Political Dialogue Forum,” and demanded the need to consult with him, because of the great importance of this decision reflected on the political reality of the country.

In his speech, Al-Menfi also recalled the outcomes of the Libyan Political Dialogue Forum in the chapter on the unified executive authority, regarding the competence of the Presidential Council, which stipulated that “during the consultations to form the government, the prime minister shall name the ministers of defense and foreign affairs, with the obligation to consult with the Presidential Council collectively.”

“The current situation must be corrected, the procedure for naming who runs the foreign ministry must be withdrawn, and the Presidential Council must be consulted regarding the nomination of the foreign minister,” he said.

The position of the Libyan presidential came after Dabaiba’s decision to assign Taher Al-Baour to run the functions of the Ministry of Foreign Affairs, succeeding Najla Al-Mangoush, who was dismissed since last August and referred for investigation, against the backdrop of a meeting with Israeli Foreign Minister Eli Cohen in the Italian capital, Rome, which caused widespread protests and sparked a state of popular anger.
