The outgoing Prime Minister of the “National Unity” government, Abdul Hamid Dbeibeh, issued a decision to reorganize the intervention and control force, provided that its head is in emergency situations.

The channel “Libya Al-Ahrar” television that the new force enjoys legal personality and independent financial disclosure and follows the unity government, provided that the head of the government is “the supreme head of the force in cases of emergency and alarm and receives its orders from him directly.”

The decision stipulates that Tripoli will be the headquarters of the force, and that its commander will be appointed by a decision of the unity government based on a proposal from the prime minister.

The resolution grants the Force the right to possess light and medium weapons, “and such others as it deems necessary to carry out its duties as the case may be.”

The force will “confront any activity that disturbs security and take the necessary measures to impose security control” and has the authority to intervene to protect land, sea and air ports mandated by the outgoing head of the unity government.

Observers suggested that the process of reorganizing this force and placing it in the hands of Dbeibeh aims to mobilize more military support to protect himself and his authority.

Dbeibeh is a major obstacle to the five-year table initiative, as he rejects a crucial clause of the 6+6 committee agreement that stipulates the formation of a unified government for a period of eight months leading to elections, and stressed his attachment to power, saying, “I will not leave the chair except to those who deserve it.”

In this context, the United States seeks to strengthen its influence in Libya and compensate for what it lost in the Sahel region, especially after the withdrawal of its forces from Niger and Chad.

Dbeibeh is actively working to attract Americans to the country, moreover, American trainers from the American security company Amantum are training armed groups in Tripoli under the supervision of Dbeibeh, the outgoing caretaker prime minister.

Dbeibeh has allocated land in Misrata to AFRICOM, the official U.S. armed forces, all in his bid to stay in power.
